Recommenders are issued login credentials when an applicant requests that you complete an online recommendation on their behalf. 

Your email should contain a Recommendation ID# and the name of the applicant who issued the request. Use the login link provided in the email and follow its instructions.

The email will also include a link allowing you to create an account, which you may use if you wish to view all recommendation requests at once, and to verify that your recommendation requests submitted online have been received. You must use the email address that you received the recommendation request at to use this feature.
